1. 1Step 1: Toast glutinous rice in a dry skillet over medium heat, shaking or tossing constantly to brown evenly. Add the kaffir lime leaf in the last 30 seconds of browning.
2. 2Step 2: When the rice is golden brown, transfer it with the lime leaf to a mortar and grind to a coarse powder. Alternatively, let the rice cool and grind in a spice grinder, being careful not to over-grind.
3. 3Step 3: If making your own roasted chili flakes, take a handful of Puya chiles and snap off the stems, placing them in a 10-inch skillet (about 20 chiles).
4. 4Step 4: Heat the skillet over high heat, stirring constantly, until the chiles puff up and become lightly fragrant and slightly darkened. Lower the heat to low.
5. 5Step 5: Toast slowly for 15 to 20 minutes, stirring and flipping occasionally, until dark like espresso and very brittle. Cool off heat. Discard all fallen seeds as they are bitter.
6. 6Step 6: Grind the chiles with their internal seeds in a spice grinder to a texture like kosher salt or Korean gochu garu flakes.
7. 7Step 7: Combine all remaining nam jim jaew ingredients except the glutinous rice powder. Measure 2 teaspoons of toasted rice powder and stir until the sugar dissolves.
8. 8Step 8: Mix oyster sauce, dark sweet soy, fish sauce, garlic, and ginger in a small bowl. Slather over the steak. Marinate at least 30 minutes. If marinating longer in the fridge, bring to room temperature 30 minutes before cooking.
9. 9Step 9: Heat a grill pan or cast iron skillet over medium heat until hot but not scorching. If using a grill, lay the steak diagonally at 10 o'clock. Cook until grill marks form (~1½ minutes).
10. 10Step 10: Turn steak to 2 o'clock without flipping, pressing down on parts not touching the pan. Cook another minute for crosshatch marks. Flip and repeat at 2 o'clock then 10 o'clock. Lower heat if browning too quickly. Grilling a 1-inch steak to medium rare takes about 5 minutes.
11. 11Step 11: When cooked to your liking, transfer to a cutting board and rest 10 minutes. Slice as thinly as possible against the grain.
12. 12Step 12: Grind white pepper over sliced steak to taste, sprinkle with extra toasted rice powder.
13. 13Step 13: Serve with vegetables like cucumber or cabbage and the nam jim jaew sauce.
