1. 1Step 1: Prepare a large pot and add water until 3/4 of the volume and start boiling water while preparing the beef mixture in the food processor. Once water is boiling, turn off the heat. While waiting for the water to boil, prepare the meatball mixture.
2. 2Step 2: Add the minced beef, cold egg white, fried shallots and garlic, baking powder, salt, sugar, pepper, and ice cubes to the food processor and process until a smooth paste is formed, the ice cubes have completely melted and mixed well with other ingredients.
3. 3Step 3: Add tapioca flour and process until well incorporated (it might take another 5 minutes) and transfer the mixture to a bowl.
4. 4Step 4: Scoop some of the paste onto the palm of your hand (you can use a glove). Push the paste through your thumb and 2nd finger by making a fist. Use a wet spoon to scoop and drop it into the hot water. To prevent the paste from sticking to the spoon, wet the spoon with water every once in a while. Do this with the rest of the mixture.
5. 5Step 5: Turn to medium heat and bring to simmer until meatballs float. Keep simmering for a few minute (do not let the water boil) and check for doneness. Take one meatball and cut half and if it's no longer pink, then it's cooked.
6. 6Step 6: Immediately transfer meatballs to a large bowl filled with cold water and soaked for about 30 seconds. Discard the cold water and let them cool slightly at room temperature before keeping them in an airtight container and they can be kept in the freezer for months.
7. 7Step 7: Blanch the beef: Prepare a large pot and fill half the pot with water, then bring the water to boil in medium heat. Add all the beef cuts (the water in the pot must cover the meat) and bring the water to boil again in medium heat and let the water keeps boiling for another 5 minutes. Turn off the heat. Discard the water and wash the meat one by one in running tap water and transfer the beef cuts into a large clean pot.
8. 8Step 8: Into the pot (you can use a slow cooker, pressure cooker, multi-function cooker or cook on top of a stove), add all other ingredients except the seasonings (salt, pepper, sugar, beef bouillon) and cook until beef is tender. Strain, set aside the broth and the beef cuts. Discard the bones, spices, and celery.
9. 9Step 9: Add water to the broth and season with salt, pepper, sugar, and beef bouillon. Add fried garlic to the broth and stir to mix. Bring to boil and divide into serving bowls together with the meatballs.
10. 10Step 10: Serve with fried shallots, minced celery, minced green onions, lime juice, chili sauce, and sweet soy sauce. We usually serve this with boiled rice vermicelli or noodle, blanched mug bean sprout, pok choy, and fried wonton.
