Put the chocolate in a heatproof bowl, pour the hot cream over it, and cover with plastic wrap. Let stand for 4 minutes, until the chocolate melts. Remove the plastic and whisk until smooth. Set aside.3Step 3: In a small saucepan over medium heat, combine the water, sugar, salt, and vegetable oil. Bring to a boil, then take off the heat. Using a wooden spoon, beat in the flour until a thick paste forms. Return the pan to the heat and cook for another minute.4Step 4: Heat the oil in a heavy-bottomed pot or deep fryer over medium-high heat to 375°F (191°C). Line a baking sheet with paper towels.5Step 5: Fill a piping bag with the dough. Pipe about 2 1/2 inches (6 cm) of dough into the oil, cutting it off with scissors. Fry 3-4 at a time to avoid overcrowding. Cook until golden and crispy, about 4 minutes. Remove with a slotted spoon and drain on paper towels. Toss immediately in the cinnamon sugar.
