Colombian Empanadas

1. 1Step 1: For the dough, combine 2 cups yellow masa harina, 1 tsp salt, and 1 tsp paprika in a bowl.
2. 2Step 2: Add 2 1/2 cups boiling water and 1 tbsp oil, and mix until a dough forms.
3. 3Step 3: For the filling, pressure cook 1 lb flank steak, then reserve 1 cup of the broth.
4. 4Step 4: In a pan, cook the diced white onion, sliced green onion, diced tomato, diced green bell pepper, and minced garlic until soft.
5. 5Step 5: Add 2 tbsp tomato paste, 2 tsp adobo, 1 tsp paprika, 1/2 tsp cumin, 1/2 tsp black pepper, and salt to taste.
6. 6Step 6: Add the cooked beef, cubed potatoes, and 1 cup reserved beef broth, and cook until the potatoes are tender and the mixture comes together.
7. 7Step 7: For the aji salsa, combine 1/2 pepper, 1/2 cup cilantro, 2 tbsp green onion, 1/4 cup white onion, 1 tbsp vinegar, 2 tbsp lime juice, and salt and pepper to taste. Add habanero, jalapeño, or serrano if you want heat.
8. 8Step 8: Form the dough into discs, fill with the beef and potato mixture, and seal the edges.
9. 9Step 9: Heat 3 cups of oil for frying and fry the empanadas until golden and crispy.
10. 10Step 10: Serve the empanadas with the aji salsa.
