1 Step 1: Whisk the soy sauce, calamansi or lemon juice, brown sugar, minced garlic and black pepper in a bowl until the sugar dissolves. Add the sliced beef, toss to coat, cover and refrigerate for at least 4 hours, ideally overnight.2 Step 2: Drain the beef and pat it dry so it sears rather than steams. Heat the oil in a large skillet over medium-high heat.3 Step 3: Lay the beef in a single layer, working in batches so the pan is not crowded. Cook 2 to 3 minutes per side, until well browned and slightly caramelized at the edges. Do not move the slices while they sear.4 Step 4: Heat the 2 tablespoons oil in a large pan over medium heat. Add the minced garlic and fry until golden and fragrant, about 1 minute, taking care not to burn it.5 Step 5: Add the cold rice, breaking up clumps with a spatula. Stir-fry 4 to 5 minutes until the grains are separate and heated through. Season with salt to taste.6 Step 6: Fry the eggs in a little oil over medium heat. For sunny-side up, add a splash of water and cover the pan for 1 to 2 minutes to set the whites while keeping the yolks runny.7 Step 7: Plate a generous mound of garlic rice, add the beef tapa and a fried egg. Serve hot with spiced vinegar, tomatoes or atchara on the side.getsaucepan.com/r/25ebd3c6-ce0e-5208-b21c-0af63d154928
