1 Step 1: Cut the chilled fish into chunks and grind it in a food processor to a smooth paste, or pound it finely with the back of a knife.2 Step 2: Transfer the paste to a large bowl and mix in the cornstarch, salt, sugar and ice-cold water until fully combined.3 Step 3: Work the mixture by slapping it back into the bowl or beating it with a stand mixer paddle for 10 to 15 minutes, until it is smooth, shiny and pulls cleanly away from the sides. Keep it cold throughout.4 Step 4: Dip your hands in cold water, portion about a tablespoon of paste and roll it into 1-inch balls.5 Step 5: Bring about 4 quarts of water to a gentle boil over medium heat, add the balls in batches and cook 1 to 2 minutes until they float. Lift out with a slotted spoon and cool.6 Step 6: For the sauce, combine the water, soy sauce, brown sugar, cornstarch, flour, garlic, shallots, chilies, salt and pepper in a saucepan and stir until smooth.7 Step 7: Bring the sauce to a boil over medium heat, stirring constantly, and cook 3 to 5 minutes until thickened. It will thicken more as it cools.8 Step 8: Pour oil into a wide, deep pan to a depth of about 2 inches and bring it to 350°F (175°C). Working in small batches, slip the cooled fish balls into the oil and turn them now and then, until they swell and turn golden brown, roughly 3 to 4 minutes.9 Step 9: Drain the fish balls on paper towels and serve hot, skewered if you like, with the sauce for dipping.getsaucepan.com/r/3aca68fb-271c-5bd4-a6e4-bcd2a19c85ea
