1 Step 1: Dissolve the sugar in the water over medium heat, skimming any scum. Add the crushed cardamom and simmer about 8 to 10 minutes until the syrup reaches one-string consistency. Turn off the heat and stir in rose water and saffron if using; keep the syrup warm.2 Step 2: Crumble the chhena onto a plate and knead it with the heel of your hand until no coarse grains remain and it is very smooth.3 Step 3: Add the khoya, flour, semolina, baking soda and softened ghee. Knead for 8 to 10 minutes, adding flour a little at a time, until the dough is smooth and soft and begins to release a little oil. If it is very dry, add milk one tablespoon at a time.4 Step 4: Cover the dough and rest it for 10 minutes. Divide into 12 equal portions and roll each between your palms into a smooth, crack-free ball. Keep the balls covered with a damp cloth.5 Step 5: Heat ghee or oil in a kadai or heavy pan over medium heat until it is hot but not smoking. Test with a small piece of dough; it should sizzle gently. Reduce the heat to medium-low.6 Step 6: Slide the balls into the oil in small batches without crowding. Fry on medium-low heat, turning often, until evenly golden brown, about 3 to 4 minutes per batch.7 Step 7: Lift the pantua out with a slotted spoon and drain on paper towels briefly, then drop them into the warm syrup. Soak for at least 2 to 3 hours, or longer for softer results.8 Step 8: Garnish with chopped pistachios or saffron strands and serve warm or at room temperature.getsaucepan.com/r/c39997a0-ef86-54a5-8bd2-8b0135d5e62b
